The United Kingdom and the United States have announced a major commercial pact that will maintain zero tariffs on UK drug products going into the US market.

The Terms of the Accord

Under the terms of the agreement, the UK has agreed to boost spending on medicines through the public health system. This move ensures that import taxes on these vital goods will be held at nothing for a timeframe of three years.

This deal comes after previous warnings to significantly raise duties on branded drug products, with figures discussed as high as 100%.

"This agreement with the UK reinforces the international landscape for innovative medicines and brings much-needed equity to American-British drug exports," an announcement noted.

Commercial Significance

Medicines are one of the Britain's most significant exports to the United States, which is by far the biggest destination for large British pharmaceutical firms.

Export figures show that in the one-year period to the end of last September, the UK shipped medicines totaling £11.1bn to the US. This figure represented 17.4% of British export trade in that span.

"This guarantee protects employment, increases capital expenditure and facilitates the UK to emerge as a global hub for medical research," a minister stated.

Specific British Pledges

The deal includes several key commitments from the British government:

  • Higher Cost Ceiling: The UK will increase the affordability limit at which it judges new treatments to be too expensive by 25%.
  • Boosted Medicine Funding: There is a target to double total public funding on drugs from 0.3% of Gross Domestic Product to 0.6 percent over the next decade.
  • Rebate Cap: The percentage drug companies must return to the NHS to prevent overspending will be capped at fifteen percent. In the past, rebates exceeded twenty percent.

Industry Background

The deal takes place against a protracted row between the pharmaceutical industry and the British authorities over drug pricing and approval rates.

These tensions were intensified by claims that American consumers were charged several times more for the identical medicines than consumers in the UK and Europe.

Over the last 18 months, several significant manufacturing plans in the UK have been delayed or scrapped, while multi-billion-dollar expansions have been pledged toward American operations.

The Science Minister acknowledged that the NHS had to invest a greater share on treatments, noting that its budget allocation on drugs had declined as a proportion of its total funding over the past decade.
